Velma Teague Library Re-Envisioning Study

The Velma Teague Library Re-Envisioning Project is a Conceptual Study and Report commissioned by the City of Glendale to determine the best possible scenario for improvements to the Velma Teague Library. Starting with the Downtown Campus Reinvestment Project in 2022, the City invested resources toward improvements to the Historic Downtown and Murphy Park. This endeavor, coupled with a recent feasibility study of Velma Teague Library and a system-wide library master plan, have led to the exploration of several options for the future of this library branch.

  • Planning Strategy

    To align service delivery with lifecycle cost and operations, four scenario paths are developed: Renovate (retain footprint), Re-Design (reduce and reorganize), New Construction (a compact, efficient library on Murphy Park’s north edge), and Relocate (tenant improvement at the Promenade one block north).

     

    Each proposed scenario includes site and program implications, how it affects Murphy Park activation, logistics and access, implementation risk, and capital needs so City leadership can match ambition to budget and phasing. The result is a clear decision framework that preserves community identity while charting a more flexible, service-forward library for the next generation of patrons.
