Cesar Chavez Community Center Master Plan
Cesar Chavez Park serves as an active and passive recreational amenity for City of Phoenix residents from the Laveen community and surrounding neighborhoods. Park features include a fishing lake, walking path, public library, sports fields, large open green space, and picnic areas. As the population evolves, the need for additional recreational spaces and program continues to grow. Holly Street Studio was selected as consultants with Gavan & Barker, Inc. for the City of Phoenix to undertake architectural and engineering services for a new full service Community Center. HSS lead the public participation effort and collaborated with an update of the 2003 Master Plan. The project provided a conceptual design for a new recreation center and park upgrades directly in line with neighborhood aspirations.
Planning Strategy
Site analysis considered a point by point review of 4 key Community Center site locations using 3 major considerations: Aesthetics, Functionality, and Cost of Development. Ranking from 1 (as most preferred) to 4 (as least preferred) each sub-topic looks at locations with singular perspectives revealing possible solutions based on individual priorities. Individual priorities came from the perspective of public input, staff input, and consultant experience. A balance of these priorities helped determine a long-term solution that ultimately meets the needs of multiple generations, evolving recreational programs and a growing city.
The resulting Master Plan for the Community Center was met with enthusiasm by the City leadership, serving as the basis for the future funding and construction just a few years later.
